Born in Erwin, NC to parents hailing from Cumberland and Sampson counties, Dr. Elmore, from the age of five, grew up in the Free Will Baptist Children's Home in Middlesex, NC.
Graduating from Southern Nash Senior High School in 1973, Dr. Elmore earned a Bachelor of Arts in Biology from Appalachian State University in 1977.
Having been designated a Distinguished Military Graduate, Dr. Elmore was appointed a commissioned officer in the Regular Army.
Declining this high honor, Dr. Elmore secured an educational delay spending the next four years in Philadelphia, PA earning his professional degree in optometry.
